The federal court presiding over the Adams case (which hasn't been dismissed) has inherent power to appoint a special prosecutor to investigate whether there violations of the law being committed. There is cause at this point that an unlawful conspiracy is occurring at the highest levels of DOJ.
Strong rumor with credible sourcing: DOJ has put all of public integrity line attorneys in a room and told them they have an hour for someone to choose who will sign motion to dismiss and if nobody does, they will all be fired. The nastiest strong-arming in DOJ history by a long shot.

The legal system is far more primed to punish victims who fight back than it is to bring their abusers to justice.

We kind of need to grapple with that reality and its consequences for survivor advocacy.
Even if victims do want to shoot their perpetrators, which is valid, the most likely outcome of them doing so would be to face harsh legal penalties and jail/prison, where they will be subjected to more violence

What we are talking about here is probably the biggest and most deadly drug crime spree in modern history, and U.S. officials, prosecutors, and police have chosen to immunize almost every wealthy/powerful person involved from criminal liability.
