Would be very difficult, though not impossible, to shut off all internet/data access in Belgrade. Not enough space here to get into technical aspects of it.

However, expect internet & mobile network usage to grow 10-fold or more in Belgrade today, which will certainly create issues.
Rumor is that the internet will be cutoff in Belgrade at 4, when the protest officially starts

Journalists of Croatian daily Slobodna Dalmacija from Split were banned from entering Serbia today (March 14), ahead of the mass protest scheduled for Saturday because, as they were allegedly told by Serbian border patrol, they present "a security risk" to the country.

Serbian independent daily danas.rs and Beta news agency say that, according to sources from within state-owned Radio Beograd (Radio Belgrade), employees of the public broadcaster have been told to temporarily vacate the premises and their jobs by 5 p.m. Friday.
