Let's see what PERB & California courts have to say abt whether the possibility of strikes are bad for the public: "PERB has explained that “[b]ecause of its importance to the bargaining process, the right to strike is as much a matter of statewide concern as is the duty to bargain in good faith."

More on this jackass. As a labor guy, the SPUR report complains about the City losing at PERB (often appealing to the Cal Supreme Court and losing). It doesn't mention that the City lost SIX times. PERB ruled repeatedly that charter provisions were void and unenforceable.

Whenever Elsbernd talks about how to "make City Hall work for residents" remember he was the direct architect of a policy specifically designed to make Black City workers poorer with Wiener's full support. He's never AFAIK acknowledged or apologized for this. This is structural racism in action.

Here's the SPUR analysis of Prop G at the time. It was supported by then supervisorial candidate Scott Wiener and opposed by his opponent, Rafael Mandelman. Elsbernd alleged that it would "fix" Muni by fixing collective bargaining.
