Searching through papers for the year, the answer seems to be the latter... but not in that common use. I'm only finding it in comic strips, which were the haven for colloquial dialog. The cartoonists who used it use it repeatedly.

A cool thing about digging through old papers is that you see things that confirm their moment, like the style of telephone in this 1922 cartoon, and it's reference to prohibition... but also there are things to check out. Was "wiff" slang at the time, or just a slip on writing "wife"?
