This is effectively the Trump administration’s attempt to repeal all the laws from the last 100 years that benefit the middle class. They knew they couldn’t actually repeal them, so they tried to find a slimy loophole to skirt the Constitution: replace everyone at OMB with law-breaking loyalists.
