Problem is: can the large ICE manufacturer catch up with China's integrated industrial base? I doubt they can by sticking to WTO rulebook. They should do the same trick China did: want to sell your car? Open a real 50-50 local subsidiary with tech transfer. Screwdriver plants are not gonna cut it

I suggest you take a look at "Against Intellectual Monopoly" from Boldrin and Levine. The incentives remain but now you also have to create a moat for yourself. Trade secrets are not that bad (see Google Page Rank, Coca Cola formula etc...). Patents stifle innovation and competition
