Flip it around, the GOP decide they're gonna appeal to urban Democrats by funding a big initiative to pave streets or improve airports or some other non-partisan boring infrastructure thing. Do you think this gets NYers to vote for Republicans who also oppose gay marriage, abortion, gun control?
