I went through the latest civil service reform announcement line by line, so you don't have to: www.civilserviceworld.com/in-depth/art...
Jobs moving out of London, office closures and Fast Stream targets: How much of today's civil service reform announcement is new?
Ministers have also promised 'thousands' of jobs will move to the regions and 50% of Fast Stream roles will be based outside the capital

They also want numbers overall to go down. BUT- they have more balanced views on high skilled immigration and students (As long as the latter group stays temporarily).

So what do we learn?

- Clear public think numbers too high.
- But perceptions of immigration a complex mix of those coming for work vs claiming asylum.
- Public want it to be easy for skilled workers to come
- But they also want channel crossings stopped.

Most people care about control. It means different things to different people

How far does control mean select contributors
+ how far is the priority for control to reduce?

54% Control > Reduce
31% prioritise Reduce

[Matches 'reduce a lot' 32%]
[A quarter to 3/10 will the means: reduce visas]

Labour's political coalition challenge is that - while the median Labour voter is a control + select balancer, one fifth are strong reducers (large reductions, including identifying some means) + a quarter are very liberal (say: "increase overall numbers": one way to convey 'speak up for the gains'

We asked half of public who want overall numbers down, what their priority is for reduced immigration: it is people arriving by irregular means - such as boats in Channel - for half of reducers; reducing overall numbers for a quarter of reducers. Work, study, refugees, less diversity not prioritised
