Garland knew Trump's an agent of Russia, as did Mueller who, with a team of FBI agents already investigated Trump's deep ties to Russia; and though obvious to Mueller and FBI that DJT is GUILTY of collusion w/Russia, they cleverly "skirted the line" of what's technically "illegal"; like lies/trolls.
