At the start of every congress, POTU can pick 1 law that they want to see passed through congress by the end of that congressional term.
If congress fails to pass it by the end of the term, it goes up for a vote during the next election.
If it passes it becomes law.

Hear me out: What if the corporate tax rate for a company was calculated using CEO salary compared to average worker salary as well as % of US based workers. The closer the CEO salary is to average worker salary, the lower that company’s tax rate would be.
