That's why China is trying to dominate them. We're building it in the US now, but he's trying to cut the incentives that make that possible.

Finally, there is a growing domestic supply of modules that can deliver at a price point that keeps PPA prices low. There is simply no reason to think even significant tariffs on Chinese supply will suppress demand. Solar is simply the cheapest, fastest way to meet electricity demand.

Meanwhile, solar panel prices have collapsed. Chinese overcapacity (they produce about 1.5X GLOBAL demand) has driven prices to historic lows. But there's no correlating drop in PPA prices, again because there's no lower cost competitor.

Here you can see the bottoming out of PPA prices around 2019, when they were firmly below gas (LBNL emp.lbl.gov/pv-ppa-prices). Since then, they've drifted up a bit.
