If the mission is vague and pointless, well written orders are difficult to produce. Then NCOs default to standing orders, which are clean stuff and look busy.
They then issue orders to E1s to E4s; "police call the field!"

When I was in the third grade I had this brilliant and totally unique idea to trace cool pictures of video game characters and then color them in and sell them. I may be sold two or three at 25-50¢ a pop (depending on how good they looked). But I made like 30. I felt like a pro.
