The city of Atlanta has only 500K residents. Compared to the state at >11M. Yes the majority of the state's population lives in metro Atlanta, >6M but the city has a small portion of the metro. Increasing density in the city would add more voters and more power to the city.

A retention pond is a great idea! Midtown has so much impervious surfaces that runoff could be directed to this location for capacity storage.

I do think it has to do with development, but rather those areas align on public safety. AKA tough on crime.
