UCMJ rules: all members of the board that sit in judgement must be of equal or higher rank. Captain Kelly, USN equivalent to a full bird Colonel, so Colonels or Generals would have to be on the board. Following orders is no excuse. (Remember Star Trek's Court martial when Spock was prosecuted.)

I would like to support Indivisible and some of the Democratic aspirants for office, and did so in the last two election cycles. But, am turned off by ActBlue giving out my cell number to everyone and his brothers uncle, to the effect that I get almost daily text funding requests.
