People should be able to move about freely without having to worry about the police monitoring their daily activities.

Blanket mass surveillance does not improve public safety.

The whole premise seems to be fewer legal bets + increase in total legal bets —> increased illegal bets.

But if betting cos. are raising mins or absorbing the hit on bigger bets (incentivizing bigger bets) & some taxes are per bet, wouldn’t people naturally place fewer, bigger bets in response?
