In the old Soviet Military, each unit had a political officer (Commissar), in addition to the operational commander, to ensure ideological conformity. I believe Trump is trying to create a similar system for our military.
I believe this is in Article 37 of the UCMJ - Unlawful command influence (UCI) is a legal concept within American military law. UCI occurs when a person bearing "the mantle of command authority"[1] uses or appears to use that authority to influence the outcome of military judicial proceedings

When Trump wrote "and soon, the beautification will begin". He was invoking past urban renewal movements that often meant destroying black and poor neighborhood in favor of monuments. Imagine him doing to the city of Washington, what he's done to the oval office.
