Hi this is a ring ferrule. The wire goes into the red end, which is crimped to form a permanent connection with it. The ring is then bolted or screwed onto a conducting surface when it's in situ. If there's a paper or plastic label around the ring it perhaps wouldn't form a proper connection.

This is the failing of all large scale govt IT projects distilled down to its essence: the assumption that the mere application of technology to a problem will make it magically disappear.
