Especially now that trump is being allowed to move money between departments without congress. More or less congress just exists to give the king a budget for the next year with some suggestions for how it should be spent

Basically it’s ungovernable if the house and senate belong to different parties so the approach has become that the executive branch gets granted a ton of power though these giant budgets will thousands of sub provisions that anywhere else would be separate laws

They do the same things expect the house is the only one allowed to do budgeting. So bills will go from the house to the senate then to the president.
