Surely that "but" should be "and", right? if it's just a simple statement of how she was received by 2 different groups?

But the logic changes if the imagined audience changes. If the imagined audience is conservative, then "but" makes sense, because now there is an implied contrast.

Every state should do this, as a matter of sound governance.

But every blue state that Trump and Miller want to hurt out of racist racism should as a matter of good protection.

Keep the ICE and CBP thugs in court, drain their bank accounts, force them into depositions, get them under oath, etc.
