This is exactly what the OSS (WW2-era CIA) advised people working in Nazi-occupied Europe to do ... resist bureaucratically. Have lots of meetings that could have been emails. Be super pedantic. Ask for and generate lots of paperwork. "Mis-understand" orders. Malicious compliance.
