The threshold for a #famine according to the IPC is very high. To get there the human suffering must be immense.

As suspected, but now documented: Israel changed its targeting rules, so "that the military could target rank-and-file militants as they were at home surrounded by relatives and neighbors . . . ."

But those new rules violate international law.
