I've never found a really good way *to* capture that in the D20 paradigm and retain game balance. Probably, the PF1 approach is closest.
Be interested to see what you come up with.

IME, most D20-ish games don't mechanically capture the things that made firearms become the weapon of choice: Ease of training (compared to a longbow) and armor penetration.

I've used PF1 Gunslinger rules, where they targeted touch AC, making them effective against high-level monsters w/low dex.
In Earth Delta, based on PF2 rules, I use the idea of a melded damage type, so resistance is much rarer.

If the movies all take place in a single cohesive timeline, it’s clear James Bond is a Time Lord, regenerating new bodies.
Let’s look at the evidence:
British? Check.
Saves the world from assorted villains? Check.
Possesses advanced tech? Check.
Accompanied by attractive young women? Check.

Of course, this doesn't mean people will ever GET the message. There are people who don't get that Starship Troopers is a satire of the original novel, not an adaption of it. What's ++funny is, this includes leftists who think it's pro-fascist and rightists who... also think that, but like it.

“From Western Union you get messages. From me you get pictures.” (Samuel Goldwyn)
More often phrased as: "If you want to send a message, call Western Union."
(Then you need to explain what 'Western Union' is to the damn punk kids.)

That 30-40 year olds grew up with the Internet doesn't mean they actually understand it any better than I understand how my car, fridge, or HVAC works.
(FFS, I'm lucky any day I don't have to explain to some 20-something S230 doesn't mean what they think it means, or what an 'algorithm' is.)
