As others have said, it's mostly about balancing so you don't pull the horse over (they don't want to flip and are (usually) fairly coordinated. As for the reins, most leather reins will break if the horse steps on them, so I would worry less about danger and more about not having reins anymore.

Unfortunately I do love a runaway. And "aggressive" horses that just never learned people are more fragile than ponies and show love with their teeth.
