I wonder how many candidates will voluntarily disclose in their applications that they are permanent residents or naturalized citizens out of concern that they may be excluded from consideration. If unis won't cover the fee (how could they) they should add disclaimers that they can't sponsor H1Bs.

So, yes lower restrictions compared to industry, but also distinct barriers particularly in states where academic salaries are low.

2. To get h1b approval, employers have to prove that the salary for an h1b is not lower than a US employee in the same level position. And even if the salary is low, unis are non-compliant and are forced to offer the min salary for the type of position.

Thank you for writing this. Two things to supplement, from a former h1b holder like myself in the social sciences:
1. The market entry barrier is already higher for int'ls, who are often not considered for visiting or postdocs.

Yes, and there are no quotas similar to the private sector. In fact unis have to prove that the salary for the H1B applicant is equal to a US applicant for the same position, otherwise the visa won't be approved.
