Is this covered by SC Rule 22? that seems to suggest that if an application is denied, the petitioner can simply filed a “disfavored” new application for the same relief from a different justice? I don’t see where it has to go to the full court at that point but I’m far from an expert.

My feeling on this is that people dying to do this should use the money to buy full-sized candy bars instead. Get an option with nuts if you want to be "more healthy?" TBH probably healthier than ramen. Or give out a TREAT that is more substantial and filling than candy, like packs of cookies.
