The pre-1945 tribes are on the same footing vs the grievances symbolised by the 中正 street names, etc. "Junior" tribes don't lose their claim b/c senior tribes forgo theirs....

Some good points made, but there might never be a "good" time for such a change. Some kind of companion paperwork-reduction measure might be a good idea. "[C]onversation between different diasporas of Han colonialists" is provocative but inaccurate; "Han" doesn't stand up to scrutiny.
