LRTs: yeah I do think the way higher-ups who know nothing about the gamedev process (or any artistic production process actually) require things to Look Like A Finished Product for it to click in their brains that something is happening is a huge issue that goes sorta under-discussed

like, non-gaming example that actually did get some publicity: Across the Spider-Verse had this issue where the producer wouldn't bother ordering changes until after scenes were fully rendered, causing huge setbacks
