there is/was some javascript hack to turn off the behaviour where tabbar overflow causes arrow buttons to appear at the edges, but iirc it did not work properly when i tried it and i can't find it now anyway

you can use the following userChrome.css snippet to make things a bit better:

.tabbrowser-tab:not([pinned]) { min-width: 20px !important; /* could go as low as 8px */ }

(may be somewhat out of date, i gave up and switched to using the tree style tab extension and hid the tabbar entirely)
