They chose another plan, cost $2–4 billion, far worse, massive overruns, no marble floors. I was right.

You start with the ones that will get votes, if you want the articles to pass. You start with the ones that will drive public attention and anger, if you primarily want it for mobilization purposes.
It would be genuinely challenge to draw up articles of impeachment for Trump. There are thousands of individual acts which are abuses of power and almost as many breaking statute law. you wouldn't know where to start.
