Nuclear has such a high energy density the transportation is minimal, though some of the mining is tough. There's a reason Mars is populated solely by nuclear powered robots

It also doesn't account for the energy it takes to transport the gasoline to the gas stations, or the mining and refining.

By how much? The cost of the work or is someone estimating the new value? The point of the "revalue when sold" approach is to avoid having to estimate values - the UK hasn't revalued the property tax basis since 1991, and we don't want to estimate all property.
