A deeply curious thing about FF9 - and part of its magic - is it had the most international dev team of any FF ever, with development split between Tokyo & Honolulu. Many Westerners worked on the game, especially on its art and CG backgrounds, also greatly influencing the designers back in Japan.
Final Fantasy IX's Hawaii-based development team, in a photo provided to RPG Site by FF9 artist Toshiyuki Itahana.

Itahana designed bounty hunter Lani - with her fiery personality, tan skin, and red weapon - as a tribute to Hawaii and Pele, a goddess said to live within Hawaii's Kīlauea volcano.
