This is a very good point, though it also undermines why slow change things (see climate action) generally don't get the same post implementation juice. Generally people want to see instant results in our era, and well, some things take time.
The lesson here: if you believe a policy will deliver big and meaningful benefits then just ignore the polling and do it. Voters often don’t know what they want until they have it.
