Government shut downs have been a facet of my employment here and there in the government for 15 years. I have never seen anything like this that I am seeing on the HUD Website. Not normal.

In any other country, if federal agents fired upon journalists when unprovoked — what would we call it?

No pretense that US is somehow engaged in an armed conflict that might justify lethal targeting in this manner.
As I told @npr.org this morning, we have a word for premeditated killing outside of armed conflict: murder.
