They were dealing a dead pirate and his octopus sidekick, not a dead pirate army. So, there was no need for the others to have a bigger presence.

Also, while Lincoln's not afraid to ask for help, he's very capable of solving his problems by himself.

Software utilities, I think, must be treated the same way: regulated (including price) and operated under oversight. Otherwise, they're just a robber-baron monopoly with a stranglehold on the economy.
