She does—it’s just a slightly different dynamic when negotiating the conversation as a possible interruption rather than a (likely welcome) alternative to boredom.

I can support this with observations of a (just started college) daughter. She says her established new-student-trying-to-make-friends skills are less useful now because she can’t necessarily assume that person sitting alone is bored, might be looking at something very interesting on their phone.
