In Texas, the allocution statement (which is not the actual "victim impact statement" defined in 56A.151 in Texas CCP) is governed by this code section (42.03). It requires someone to appear "in person" (which an AI Avatar is not) and content is limited to "the person's views." So, not ok in Texas.

And does it impact your decision to know that (apparently) in Arizona the judge watches the victim impact statement before announcing the sentence and considers it as evidence in setting punishment?
