Bacillus cereus is a common soil bacterium that is able to make a structure called an endospore. Endospores are basically inactive forms of bacteria that are stupidly resistant to being killed. They can be shot into space, frozen on ice for 20000 years, and exploded in bombs and still survive.

The other big reason is food safety. Anything that grows in the soil necessarily contacts the soil, and so soil bacteria are always a thing to be concerned about. For grains, there are several potential contaminants, but one of the more concerning is a bacterium called Bacillus cereus.

The main 'starches' in rice are polymers (long chains) of glucose molecules: amylose and amylopectin. They each have a different structure. Amylose is considered a "straight chain" of sugars even though it coils into a spring in water; amylopectin is highly branched.
