One thing the article misses is that, in Windows 10, programs can opt-in to using UTF-8 as the 8-bit code page with a setting in the manifest, independent of that OS-wide setting.

I would also like to remind subtitle implementers everywhere, not just in games, that if you want to have subtitles that look nice AND read well, then decently sized outer stroke and a bit of drop shadow goes a really long way. Though you should also have a solid BG box as an accessibility option.
