Just so we're clear, if the B.C. government was billed for each dose dispensed, that'd be close to $300,000.

The penalty was a $20,000 fine and a six-month suspension of his pharmacy license. Doesn’t seem like much of a deterrent.

The time someone is *present* at an event is not the only time it consumes. There's preparation time, travel time, and recovery/processing time. For Autistic people, planning and recuperation can consume more time/energy. So don't assume your event is minimally disruptive for those obliged to attend
