During Trump's 1st term, his budgets proposed devastating cuts, e.g. eliminating all fed funding for:
—Long-distance Amtrak
—New transit projects
—CDBG
—HOME

He couldn't kill those programs because Congress appropriated funds. If Supreme Court allows impoundment, Trump could unilaterally kill them.
For all the talk about this & that & whatever with Trump, this is the real game/set/match for executive power: Musk/Varaswamy suggest a SCOTUS ruling that the Impoundment Act is unconstitutional and that POTUS can refuse to spend appropriations. 1/
