- Troops are not in danger of prosecution because they’re following lawful orders

Not sure how this is anything but overly-punitive and carries a personalistic legal threat, but its use strips commanders of the ability to protect their folks from illegal orders in a way that is so heavy-handed I can imagine a retreat from the commitment to civilian control in response.
The military already has every safeguard it needs to protect classified information. What it does not need is an improvised contractual mechanism that could be used to suppress accountability or restrict legitimate oversight. www.thebulwark.com/p/why-milita...
