Having served with many career civil and foreign service employees, I am comfortable stating with conviction that these dedicated, non-partisan public servants are the essential backbone of our society. What Trump is doing is a gift to our adversaries and catastrophic to a functioning government.

Talk about impoundment! This is basically saying "We refuse to spend roughly 30% of the entire federal budget as Congress required."
