Why does a DLC for Civ VII adding 4 civs, 4 wonders and 2 leaders a month after launch feel like charging for cut content?

The first DLC for Civilization VI was a year and a half after release, added 9 civilizations, 7 wonders and major gameplay systems including golden ages and governors.
