Tit for tat moves, matching gerrymander for gerrymander is not going to fix the problem. Dems will still be at a disadvantage. Blue states need to up the ante and organize a tax strike like Newsom suggested back in May. Starve red states and that will make them think twice about rigging elections.

Still not low enough. His approval ratings would need to be utterly catastrophic before Congressional Republicans are able to muster enough courage to defy him. Until then, Trump is already defying the courts and can do whatever he wants.

As soon as Trump begins speaking, stand and turn your back to him and stay that way for the entire speech. Let the GOP get their knickers in a bunch, but remain unflappable. Peaceful, silent, visual protest will piss them off more than anything and it will knock Trump off balance.
