The essential components are the same: being able to pull off a deception in full view of public, some of whom are paid to scrutinize and uncover (either officially or highly motivated by profit), as well as individuals who often unknowingly participate in the scheme and its coverup.

Srsly though, the ex-military people I know (who do protection work in the private sector and for diplomats) called BS on this, day of.

For privacy reasons I won’t get into further, let’s say I’m familiar with the struggles of investigative reporters in several domains, including corporate & securities fraud.
So, the idea that only a precious few people are needed to pull off a large deception (in public) isn’t something I doubt.

Besides, there are plenty of ways to shut down or silence people who might expose something, and not all of them need to be through intimidation or threats of violence. Your garden-variety bureaucracy takes care of a lot that by focusing attention where it wants, and vice versa.

Again, respectfully, that’s not how secret (or even military, or even corporate) plans are hatched, or carried out.

Participants do not need to know the full scope of the play, and rarely would.

Respectfully, I think you guys are both overestimating how certain investigations work, both at the municipal and federal levels. I can point to many examples of malfeasance. I’m sure you can, too.
