California tried the Three Strikes rule.
Unintended Consequences: small time offenders became VERY dangerous,refusing peaceful arrest for non-violent offences. Nothing left to lose.
No goal of time off for good behaviour in prison: a guard’s worst nightmare.
CA got scary fast.
