🟩 Public good means there are tangible benefits, public wellbeing is prioritised over financial interests & robust safeguards to protect vulnerable groups.

The Scottish public remain divided on the constitutional question.

Among those likely to vote either Yes or No in an immediate referendum, 52% say they would vote Yes and 48% No.

Among all likely to vote, 10% remain undecided.

Only half (49%) of those who supported Labour at the 2024 General Election say that they would vote Labour again if an election were held tomorrow.

17% of 2024 Labour voters now say that they would now vote for Reform UK, and 9% would vote SNP.

The SNP are also ahead on Holyrood constituency voting intention, with 34% vote share. 11 percentage points ahead of Scottish Labour (23%).

Reform UK in third place (14%), ahead of the Scottish Conservatives (10%).

Scottish Greens and Scottish Liberal Democrats on 9% each.

Our polling shows SNP on 31% share of General Election voting intention, 9 points ahead of the Labour Party (22%).

Reform UK on 16%, 9 points higher than their 7% share in the General Election last year.

Conservatives fall to fourth place in Scotland, on 10%.

8/9 This evaluation raises questions for the Scottish Government & other areas planning similar partnerships. Considerations include: targeted vs. broad approaches, avoiding dependency, delivering sustainable system change, and monitoring & evaluation.

7/9 There are early signs of progress toward system change in Glasgow, though this was expected to take a long time. However, there was a strong support among professionals in Glasgow for their approach – particularly having a dedicated team to drive this forward.

6/9 Glasgow Helps was seen to be helping families who had been unable to access support previously through more accessible support & building trusting relationships. However, newer pilot projects experienced data protection challenges re targeting parents in/at risk of poverty.

5/9 In Dundee, this was facilitated by targeted outreach (using Council Tax Reduction data), skilled & approachable key workers & local, in-person support. However, barriers included concerns around engagement impacting on benefits, busy drop-ins, and key worker capacity.

4/9 Overall, there is positive qualitative evidence from families & professionals that the support offered through the pathfinders has been meaningfully different. It has helped families address immediate crises and supported them to start tackling longer-term/underlying issues.

2/9 Dundee’s pathfinder tested a key worker model, offering targeted outreach and multi-agency drop-in support in an area of high deprivation. Glasgow's pathfinder aims to embed a ‘No Wrong Door’ approach across the city and has 9 interlinked workstreams.
