Did you double check this? Rulebook still seems to say its legal when in the pocket. But after going back and looking at the play, he was clearly outside the tackles.
Update: I missed that they changed this for 2024. So yeah, not legal.
I thought the horse collar tackle was legal when the quarterback was in the pocket? Is the argument that he's out of the pocket?
