This is not the DC Circuit that folks are growing familiar with; it is an appeals court based on the types of cases it hears. Among other topics, it hears patent cases and, relevant here, appeals from the Court of International Trade.

I think there’s at least one example from Judge Connolly (DDel) who has a standing order concerning disclosing the financing behind non-practicing entities. I’m pretty sure it applied in a case and that entity went to the Federal Circuit.
