Sadly not a new phenomenon. Many veterans have been deported over the years, often because of drug problems they acquired after PTSD from their time in the service.

Khalil is challenging the other charge of removability (claimed misrepresentation) as First Amendment retaliation, but those claims are ongoing. Until then, the government does still have statutory authority to keep him detained.

Pres. Trump is NOT invoking the Insurrection Act, so the troops will fill a limited role. Posse Comitatus Act still prevents them from engaging in direct law enforcement activities.
